City Ranged Attack Button blocked by Loyalty Bar

I'm playing Civ 6 (v. 1.0.0.341 (443561)) on a PC, using the excellent Environment Skin: Sid Meier's Civilization (Brian Busatti) that makes civs look more real and less like a bad cartoon. Whenever I have the option of a ranged attack by a city, when I go to click on the bulls-eye to launch it, the city's Loyalty bar opens up over top of it and hides it! Is there any way to stop or get around this behavior?

Doubt this forum is supposed for bugs about a specific mod but in any way, using the city attack is seriously flawed in the unmodded game as well. You only have a chance to select the button if a unit is present by moving the city to the edge of the screen (rather than it being centered on the screen). On smaller resolutions and on the switch it's probably completely impossible to do a city attack

Maybe that tricks also helps when using that mod...
