Stockholm (Scientific) - This CS means 50-100% more great person points in the pivotal early game, and even after tier 3 buildings come online, it's still +25% in most categories. If that isn't enough of a bonus to seriously impact great person races, you're either winning or losing decisively enough that no CS would make a difference.

Stockholm (Scientific) - 25 (28-3) - Because it's good but nowhere near 20% better than the next highest as it's current score indicates. Also, these are all mighty fine city states and something must be voted down.

Babylon (Scientific) - 10 – Same as above. With a civ that can get early 60 GP great writers (Greece, etc.), you can skip the campi and build something else more useful. Those pair of books give you more than a splendid campus would early on. Kongo loves this CS as much as Greece (because you can put Pingala in your capital with a ton of books/relics/artifacts, allowing you maximum efficiency with that 15%) Late game this is as powerful as two oxford universities easily.

Stockholm (Scientific) - 22 – Same as above again. You kind of get maxed out when GP from next era cost double anyways... late game you get 800+ cost GP... needing a tier 1 building slows this CS down such that it no longer was as OP as it used to be

Babylon (Scientific) - 11-3=8 - If you don't build campuses and rely purely on this bonus, then you're gonna have severe problem when you lose the suzerain status or when this gets conquered.

Stockholm (Scientific) - 19+1=20 - Play your game without any differences and enjoy the bonus great people points. And if you'll lose it, it won't hurt.

Stockholm (Scientific) - 20 +1 =21 It's the best one and should win.

Zanzibar (Trade) - 21 (20 + 1) I'll throw a vote here, though I stand by Stockholm as the best. I know people don't think amenities are that important, but I've found in the early game they can be important to ensure growth and, sometimes, to ensure cities don't flip before I get all the loyalty bolsters in place. So, Zanzibar can be a big help. Being a commercial CS, there just isn't a big downside here.

Kabul (Militaristic) - 10 (13 - 3) Military City States are less useful than the others remaining, as there's little benefit (and some penalties) to building more than one Encampment. The Suzerain bonus may (I hope) become useful in the future, but right now beating up the AI with souped up forces instead of just beating the AI up with raw recruits seems unsporting.
Kumasi (Cultural) - 19 (18 + 1) City States often make good trade partners anyway, so I see little opportunity cost to send trade routes their way. And the bonuses - oh my, the bonuses! Early game, mid-game, late-game, being Suzerain of this City State is game changing.

Kumasi (Cultural) - 17 (20-3) I just don't like not being able to use domestic or ally trade routes if I want this benefit.

Zanzibar (Trade) - 21 - 3 = 18 (Nice amenity boost but there are plenty of ways to get amenities and I rarely even notice when I lose the boost. I think this often gets uprated for aesthetic reasons)
