Palenque (Scientific) - 14 (17 - 3) It's hard to downvote any science city state, but we've reached the point where all of the remaining city states have suzerain benefits that can contribute to victory depending on your playstyle and victory objective. Except this one. Other than wanting big cities because they look cool, I don't see much benefit to faster city growth. Not relative to the suzerain bonuses for the others remaining on this list.

    Valetta (Militaristic) - 26
    Yerevan (Religious) – 14
Zanzibar (Trade) - 30 (29 + 1) There are a lot of fun bonuses remaining, but this one to me is the most flexible and useful regardless of victory objective.

Buenos Aires (Industrial) - 26 (25 +1) - I think this bonus is the most flexible and can be very powerful

    Geneva (Scientific) - 24
    Hattusa (Scientific) - 13
    Hong Kong (Industrial) - 6
Kabul (Militaristic) – 17 (20 - 3) - It's a good bonus, but I prefer bonuses that are active without having to take further actions - won't do much unless you're actively going for wars

Babylon (Scientific) - 22 (21 + 1) Nice extra science when focusing more on a CV. I believe the Science is also multiplied with tourism modifiers (GWoW at Printing, Themed Museums, Double Tourism from Arifacts/Paintings Policy Card) which can add up.

Nan Madol (Cultural) - 23 (26 - 3) Maybe I'm missing something but +2 culture for districts on/next to coasts doesn't seem all that useful. Seems like it is either somewhat useful at best and not useful at all at worst.

    Brussels (Industrial) - 14
Geneva (Scientific) - 21 (24 - 3) This bonus is dependent not only on your own plans regarding peace or war but also on every other civ's plans regarding war or peace with you. Given that unreliability, I don't find this particularly impressive.
Hattusa (Scientific) - 14 (13 + 1) The difference between no iron and one iron can be the difference between being eliminated and conquering another civ. Horses and niter can also be quite important, as can late game strategics if the game is still competitive at that point.

Geneva (Scientific) - 21 - 3 = 18 I gotta agree that, while it can be quite helpful especially if you're a more peaceful player, it does also depend on other civs not declaring war on you for whatever reason.

Hattusa (Scientific) - 15=14+1 If a city-state is Scientific, it is already a very big advantage, since libraries are the easiest T1 buildings to build, and also, 2 science overperform 2 prod/4 gold etc a lot.

    Brussels (Industrial) - 14
Geneva (Scientific) - 19 = 18 + 1. If you play the diplomacy game you can prevent most civs from declaring war on you, which makes Geneva's bonus pretty consistent.
Hattusa (Scientific) - 12 = 15 - 3. Granted, getting iron early from Hattusa is pretty useful if you don't already have it. However, strategic resources for units becomes less valuable in the mid/late game unless you are going for domination victory. If you are going for domination, you've probably conquered a fair bit of territory once you need niter so it's likely you already have it.

Geneva (Scientific) - 20 (19 + 1) Science is King in this game, 15% bonus is real nice. On Immortal difficulty, as a peaceful player, I don't find myself at war often. I can usually befriend one of my nearby neighbours and if I do go to war with another Civ, it usually doesn't last for long.

Auckland (Industrial) – 32 = 31+1 Production is key to Civ6, and Auckland makes OK coastal tiles into good ones.

    Brussels (Industrial) - 14
Geneva (Scientific) - 17 = 20-3 I hate downgrading my science babies, but as previous posters have noted, this one has an unreliable variable that makes it less appealing than others.

Auckland (Industrial) – 30=33-3 A city-state is industrial already means it is inferior to all other types, despite its suzerain bonus.
    Babylon (Scientific) - 22
