Palenque (Scientific) - 5 =8-3 I generally don’t want to grow my cities too quickly after the early game, so as to balance amenities and housing. At the point I have campuses, this isn’t as much as a perk as a bit of a headache.

To correct a previous poster, the battle must be initiated by your unit - which will almost always the be case with your ranged units if you're doing it right - not the war.

Brussels (Industrial) - 5 (8-3) It's an Industrial city state, and you're not likely to have many (any?) Indutrial Zones. And then as Suzerain you only get a 15% production bonus in those cities when, at any given time, you may be building a Wonder. That's a relatively small amount of extra production compared to the bonuses provided by the remaining city states on this list.
Geneva (Scientific) - 18 (17 + 1) 15% Science everywhere and almost all the time, on the other hand, is excellent. Not if you're warmongering, of course, but then if you're warmongering winning's pretty easy, anyway. This City State helps a lot if you're going the more challenging route of not beating up the AI.

Antananarivo (Cultural) - 21 (24 - 3) Yes the late game culture numbers it can generate are somewhat obscene. The late game though is essentially a tie breaker though, that only matters if civs are roughly evenly matched through the early and mid game. In these pivotal stages, Kumasi or Nan Madol will yield far more culture.

Spoiler I wasn't able to suze Antananarivo until late because Laturo conquered it early and everyone on the map wanted a piece of me. I was further delayed because he rushed his raiders and sat one in the city which made it impossible for me to take until cannons :

Antananarivo (Cultural) - 22 (21+1) - I've seen a couple people here say this bonus is small or comes late. Both are incorrect. It's a % bonus which means as long as you are getting great people it will help.. and it only gets better with time. % bonus is rare in Civ 6 and it's powerful.
