    Auckland (Industrial) – 19 (22-3) --- Like throwing good money after bad when you realize you've made a poor investment choice. First I settle on the coast, netting me a bunch of nonproductive ocean tiles. Then I chase the Auckland suzerianship to mitigate the fact that at least 1/2 my city's tiles are rubbish. Then, of course, I realize I am the suzerain of Auckland, so I start building a bunch of Industrial Zones. None of these 3 choices sound like a particularly good idea to me.

    Kabul (Militaristic) – 17 (16+1) I feel like this keeps getting downvoted because people don't understand how the bonus works. Double XP from any fight you initiate (meaning when you click on something to attack it) also works when you get attacked and fight back to defend yourself.

If you're generating 50 cuture per turn, say, and have earned two great people, this gives you a grand total of two culture (and even that level takes a non trivial amount of time to reach in a very important part of the game)

    Antananarivo (Cultural) - 20 (19+1) - I'll die on this hill. This is the best culture CS in the game. Valuable on turn 1? No, but if you are culture you are going to probably spend at least 3 envoys here anyway to boost culture in amphitheaters. If you aren't culture then it makes no sense to suze this until later on to help push to T3 government. On Deity, this will greatly boost mid-game culture and shutdown the competition. It will help to rush critical mid=game policies like Opera/Nationalism/Conservation that are on separate branches and to reach that T3 government even more quickly. I would say this CS comes "online" or worth it around 10% bonus or 5 great people attained. This can be done prior to turn 125 easily if you get your districts and T1 buildings down ASAP. Besides, how many envoys do you have to spend in the early game anyway? Monarchy will open the floodgates on envoys so you will have a ton to assign beginning in mid-game.

    Kumasi (Cultural) – 24 - +2 culture for each district in originating city.. this seems to me to come late as well. I generally don't build a ton of commercial districts. I do eventually.. but usually late and even then half of them will be focused on internal trade. For me, early and most of mid-game is all about campus/theater districts for victory condition. There are lots of methods to get cash other than trade routes. However, when Niter units are finally available then additional trade routes become necessary to support maintenance costs. Even Nan Modal takes some time to get online but I can see the argument if you are running island plates or some such map.

    Kabul (Militaristic) – 14 (17 - 3) No doubt this is a great bonus to speed up conquest, but this is only really powerful when running domination games, and it speeds that victory up less than the other single-objective City State left (Yerevan) speeds up a religious victory.
    Kumasi (Cultural) – 22 (21 + 1) Confession: before this thread started, I never paid much attention to Kumasi because I misread it's bonus, and thought it was based on the number of specialty districts in the City State. Since it's actually based on the number of districts in your city, holy smokes! What a ton of culture this pumped out in my last game. Crazy good no matter what type of game you're playing!

    Kumasi (Cultural) - 23 (22+1) --- Short version: Kumasi allows you to be a cultural juggernaut while simultaneously supplying you ample gold to do with as you see fit.
    Spoiler Long Version :
    Long Version: The genius of Kumasi allows me to concentrate on Commercial Hubs in the early and mid game and still churn out a super-sized portion of culture. Later on, when I have ample funding and some extra production I can concentrate on Theatre if I choose (or build the Estádio do Maracanã and generally ignore them as a district type). Taken in combination, Kumasi and Antananarivo can provide a game winning 1-2 punch, which is about how I would rank them on this thread: Kumasi #1, Antananarivo #2.

    *5 unutilized trade routes under production will add approx. 30 more culture and 40 gold.

    Without the CH’s I would lose 161 gold from the trade routes and 180 gold from the buildings, leaving me with a -1 income per turn.
    *Granted I would have some commercial hubs, so my income would be higher than negative 1, but I would also need Theatre Squares (which require maintenance).
    *Edited: Note, in the game pictured in the screenshot I built only 3 Theatre Square districts.
