I have been thinking that there is another possible thing, other than Holy Cities that can be done with the city states. Mercantilism.
An old idea I have always wanted to see introduced is the Hanseatic League. Thinking about this this morning for the millionth time, and dabbling with the ideas about the City States, it came to me: Mercantile Cities. Cities States can currently be Maritime, Cultural or Militaristic; there is a lobby to create Religious ones, so why not City States that are really only interested in Trade. There would be overlap a plenty in some cases, like Venice for example, but there are many that would be acceptable as solely mercantile cities, from the old Silk Route, to the former Hanseatics, from Amsterdam to Zanzibar, and so forth.
The chief thing with them would be to trade - they don't care who you are, as long as you are trading with them. To a degree, you should be able to continue trade with them regardless of who you are fighting unless they particularly don't like you or you are at war with their sugar daddy.
Should they be attacked, they should have a swifter defence of mercenaries, and other civs may have a desire to keep them free, incentivised by big financial rewards.
I would imagine that they will be also able to become client, or strongly biased towards or against certain civs. Taiwan or Manila for example would be good examples of bias against (China) or for (USA) respectively
They could also have vendettas against their trading rivals - Venice and Trieste would mutually loathe and covet the other's success for example - though obviously it should be randomly generated.
