city state quest bug: Cannot destroy city state, quest not finished

city state one says they are having problems with city state two and asked me to destroy city state two.

i attack city state two but since it is a 'capital' i can only annex or puppet. i tried both choices, but the quest with city state two never completes.

i'm guessing this is a bug, or can someone enlighten me on how you trigger completion of this sort of frequent quest from city states?

Did you wait a turn after conquering the city state? I have found when you do quests for city states it doesn't register immediately but on the next turn.

However, I have never tried to do that quest so there very well may be a problem with it.

Yeah from my experience quests/fulfillment only register till the next turn.
