City state should not reveal map

Hello,

My favorite part of CIV is exploring.
It frustrates me when I suddenly see a lot more of the map once I become the suzerain of a city-state. If the city state explores the map a lot via ships, I almost get the entire map shown

Is there a mod that disables this? I just want to see what I've explored myself...
