I've only being playing my first game, huge marathon arabia (taking forever but absolutely amazing!), and fell into this strategy which may be able to work out. At the moment I have 2 maritime states providing me with excess food (one I am allied with, providing +4 food for cap and +2 for every other city the other I am friendly with providing me with +2 for cap and +1 for other cities) I also am friendly with a militaristic state which is providing me with troops. The excess food essentially allows all my cities to have scientist up an running as soon as I build my libraries without sacrificing growth. While my production isn't the greatest either, I am getting an extra military unit every 20 turns or so. If I am short on cash and can't trade for more, usually I let the military state slip.

I'm not doing so well in the social policies as my culture is quite low, but given a bit of refinement I could also be bribing another city state to increase my culture.

At the moment I just went with the default number of city states on a huge map 24. There are 6 on my continent.

Still needs to be fleshed out a lot but something to start thinking about!

I totally agree. In the first couple of games I played, city-states will be huge in this game. Before its release, I thought food was going to be scarce and the cities would grow slowly. However, with c-s, my cities grew very fast, sometimes with a +10 food. Culture c-s are key as well.
