City States=Barbs

Nope.

City states are one-city Civilizations that have a quest-like system which generates influence with you. The influence decays over time so you have to keep helping them out. The payoff is that they will give out rewards (gold, units, etc.) and they have a vote in the UN council (which helps with diplomatic victories).

Or you can just annex them. Barbs are still around.

Barbarians are going back to encampments like in civ3, to stop the barbs spawning in your area you will need to hunt down the camp. Which can only spawn in unseen territory.

City States spawn on turn 0, and play the whole game with you, not trying to win the game themselfs, happy to just live in the background, unless they don't like you in which case they can get friends to attack you or even attack you themselves but they never grow past 1 city. Utilising thier friendships will give you good bonuses... or you can conquer them and add thier city to your collection, though be warned, if you attack City-States too often all of them will become hostile with you, and pull any friends they have into war with you, (which may be fun for you if you love to war :D)
 
My guess is: they raze it.

One of the side-effects of annexing city-states is that other civs will get a quest to liberate it.
 
Or they could gift the captured city it to a "friend & ally."
 
or make it into a city state/puppet state.
