City-States capturing cities

Usually they raze them. What do I want?

I want allied city-states to offer me a city they took from a common foe (for free or for a small sum if they are hostile) before they raze them simply to prevent the anger that arises from that city being burned down, which the player actually intended to take (the CS sniped the city you were about to take with a random nearby unit).
Hostile CSs not giving it away for free also adds some nice flavor imho. I also think military CSs should be more likely to puppet cities than other CSs.

That sounds great. An other option could be that a city state turns into a nation when it has more then one city under it's control.

Very much so this. Some of the city states present ingame, the biggest example being Venice, took land and were as much a power as civilizations that are currently in the game(Austria), and I'd like to see city states have their own interests other than 'let's submit to the highest bidder!'

We have militaristic city states, but are they aggressive? Nope. They sit there and serve as a buffer 95% of the game, or as a last minute ally when you drop gold on them for a war you weren't expecting.

Hell, it'd be cool if city states that border each other could unite at some point in the game(I'm thinking around the 1800s, similar to the national unification movements that occurred), bring back barbarians being able to capture your cities and turn them into city states as well(Fall of Rome anybody?), and give the diplomatic option to demand the independence of cities from the AI, turning cities into city state rather than satellites, which is rather cheap, IMO.

Throw in the ability to turn city states into satellites via war, and this game's diplomacy may actually be decent. It'd certainly add 10 times more depth to the game then there is now, anyway.
