City States during wars

i believe its been reported that they will either raze it or turn it into a puppet.

I would honestly love to see a city state that has managed to take an empire of puppets that would be awesome.

This is correct, and I agree that it would be great to feed the city state of Rio de Jeneiro the entire Chinese empire.

At one point in an earlier civ I fed an entire small continent to barbarians, it was a lot of fun. Didn't really help me win, but I was deeply entertained.
 
I guess it could happen if there is a Terra map again and cities states can exist in the new world.
 
I could definitely see this happening if I supplied a steady stream of nukes to say... Genoa and they got attacked by the Songhai.
 
Only problem with allowing city-states to form empires (all be it cool) it would go against the mechanic to limit them to minor players only, if they can go beyond a single city, they could very well take over the world.
 
They are not programmed with that goal however. I suspect that they are handicapped in other ways we don't know about, like a limited tech tree and such.

City states are different from civilizations because they aren't playing to win the game. They can only ever produce out of 1 city (no annexing-confirmed) and they have no drive for conquest (supposition). HOWEVER, one of the benefits of building a coalition of allied city states is that they join you in war. Part of making city states an attractive investment of gold and units is allowing them to be robust partners in war. If they couldn't capture and have puppet states, what use would they be as allies?

I see the ability to capture cities as a necessary component of making them worthy AI players... even if they only fight aggressive wars at the behest of their allies.

Intereesting thing is that with puppets they would have a massive science input but only have one city to build with, will it be possible to see a city state wandering around witha small number of GDR's but still able to wipe the floor with Russia's cossacks.

Yes, wasn't this in the newest preview don't remember sit but was viewpoint of Iriquois?
 
I cant wait for Venice to start WW1 in one of my games by starting a war against Genoa.
