    Fez [14] 13 + 1 Counterpoint: Some strong civs can run a rather strong religion-> science strategy, leveraging faith Monumentality ages to expand while they lay down campus infrastructure and etc. They want Fez regardless, but given the suzerain bonus it plays perfectly into their strategy. You convert border cities naturally through pressure and then use a single charge from a missionary to get the final conversion and the instant science boost. Worth noting that Fez also allows for more than one tech in a single turn this way.

    Jerusalem [12] 15 - 3 Jerusalem on the other hand was better in its original incarnation where it flipped to your religion where it was on the map and acted like a 2nd holy city. As it is, it comes into play late. Early on your holy site cities instantly convert when you found your religion, and you're not typically borded up against another civ where your natural pressure against low pop border towns isn't enough on its own to do the converting.

    This bonus is amazing and it just gets better as the game goes on. Literally the only downside is the AI likes to kill this one on sight

    This is really only useful when capturing cities with encampments to replenish your forces. But by the time the bonus is noticeable enough to matter, you've got more than enough gold that you don't need it. Plus if you have to rebuild your forces after every captured city. That's probably not a war you need to be fighting.

    Mohenjo-daro [5] (4+1) - This should not be the next CS to go. Mohenjo Daro is fantastic in the right situations. On heavy coastal maps where there isn't a lot of fresh water, if you find this CS early, it opens up a lot of housing. Even in more land heavy games, this CS allows you to plant cities where you normally couldn't, which is nice because it changes the way you play. Obviously, if you find the CS mid-game or late-game, it's bonuses are going to be meaningless, but that's true for many CS. I also find the concern with losing suzerainty to be overblown because, at least playing against the AI, it seems like the AI just doesn't try to challenge your suzerainty if you're the first to ally a CS. While Mohenjo Daro obviously isn't the greatest CS, it's been more useful to me than many of the remaining city states (e.g., Mexico City, Bander Brunei, Armagh, Antioch).

If you're suzerain of Lahore and Ngazargamu, you can purchase 88 combat strength Nihang armies for around 200 faith. While it doesn't often happen, when it does it's insane and game breaking. Many of the other city state's bonuses, even if more consistent, are just okay.

    The interesting thing about this thread is that most city states have good bonuses, but they are very situational. How we play is going to have a strong impact on how we view certain city states.

Antanarivo's bonus comes too late, Rapa Nui needs worker charges and working tiles (what can be suboptimal if not volcanic soil). Nan Madol shines early, mid, late game. And you don't even have to work around this. +2 per district on seacoast / lakecoast, including city centers. Your usual city/harbor/campus triangles will generate 6 added culture. Easy border expansion, easy early civics. Even more devastating as Phoenicia, England, Indonesia....

    Lahore [18] (17+1) All things told Nihang are really powerful for their price, and the fact that they all auto-upgrade when you build your next encampment building means you're rewarded more for buying lots of them and can send them out to conquer someone halfway across the world and buy/build the encampment building while they're en route, instead of keeping them in friendly territory until they're upgradable and then sending them. Plus they're even cheaper with Theocracy, have an ability that gives you more faith to buy more Nihang with, and have the maintenance cost of Swordsmen even when they're stronger than Musketmen. All in all a very strong unit that I absolutely always try to get when I can.

    I'm surprised Lisbon went so fast. It's not top tier by any means, but I'd rather have the ability to send trade routes places I otherwise couldn't than get the +1 or 2 gold from them that a lot of other commercial CS give. Cardiff I understand a bit more since it doesn't do anything in the first half of the game, but 2-6 power per coastal city is quite substantial when you do get there (especially if you've settled coastal cities far enough from your main core to be out of industrial zone range).

    Auckland [16] (15 +1) With this and a lighthouse, a basic coastal tile becomes 2f,1p,1g. Nothing exciting, but worth working in plenty of circumstances. Add in a resource or a reef, and you're looking at a really strong tiles. Add in the city state's late game upgrade, a shipyard and a seaport, and every water tile in a city becomes amazing. Even if coastal cities aren't usually strong (definitely a debatable point after the harbor and great admiral updates), this city state is more than enough to make them strong, which can make plenty of otherwise mediocre city locations excellent.

    Mohenjo-Daro [ELIMINATED] (2 - 3): While I'll admit that Mohenjo-Daro can be great in the right circumstances, I find in most games that you don't really need them. Fresh water isn't really all that restrictive in the first place. Few other City-States also leave you completely out to dry if you've really been trying to get the most out of their unique ability, and then you lose suzerainty. Your no-water cities will now be completely left out to dry (literally).

The religious unit healing can be useful, but rarely feels needed, especially since religious units are going to get damaged outside of your territory most of the time.

    I see a lot of love for Lahore, but since I haven't had the chance to use them yet, I have some questions about Nihangs:
    1. Do they benefit from Great Generals and/or Oligarchy?
    2. Do they benefit from sige support units (battering rams and siege towers)?
    3. Do they have to be purchased in cities with encampment buildings or will they get the extra CS as long as you have built a single one of them in your empire?
    4. Is it possible to upgrade them or do they even automatically upgrade after building a new encampment building in the city they have been purchased?

Hardly impressive, especially since cities with lots of luxuries might not necessary be the best destination for your trade routes. I think late game Bandar Brunei will actually give you more gold than Antioch.

AI civs prioritize Holy Sites and Encampments which feed directly into expanding your military for faster conquest. It's not about replacing lost units—it's about instantly upgrading your military to be state-of-the-art by Faith purchasing your most recently researched military units. Instead of dumping your Gold into upgrading all your units you can save it for purchasing military Support units (Air Balloons, Military Engineers, etc.), maintenance costs, infrastructure purchases, and upgrading your most heavily promoted units. This can all be done with GMC alone, but Ngazargamu makes it much more cost efficient.

    I think Nihangs are considered melee units. A point to note, in your typical domination game would you have the faith income to support Nihangs? Maybe if you pillage pastures or quarries I guess they are not such a big deal to worry about.

    Stoked that my country appeared on list of CS but sadly its effect only applies to city that has the trade route to foreign civs.
    Early on you would have in sufficient trade routes to use this ability effectively.
    Whereas in the late game its effects is rather restrictive since you have to send trade routes to different foreign civs for it to take effect.

    Why waste envoys when you can just run Wisselbanking if you are playing diplomatically.

    Kumasi [18] (17+1) Without wanting to sound too reactionary just because somebody downvoted it, I honestly think Kumasi might be pushing for S Tier. If I find Kumasi early, I know I don't need to build any theatre squares for a long, long time. Generally speaking, I aim for 4 / 5 trade routes by medieval era and 2 / 3 districts in each of my cities. So if Kumasi is near and I send all the trade routes there, that's up to 30 culture I'm gaining simply from trading – a HUGE boost relative to the era. And it increases as the game goes on, too!

Big tick. Unfortunately, I've only encountered it once – before Alexander promptly gobbled it up in the classical era ... smug prick ... Does anyone have experience of Taruga in action?
