Is there any chance for conflict because CityStateDiploPopup.lua, CityStateDiploPopup.xml exists in CBO (6a)?

Subscribing to the mod on steam is the only way I know to download the mod, and when I do so the version is "v6" in my mods folder. I can't see any way of downloading a previous version like "v4."Is there v6? On Steam I can see only old download link to v4 probably.
Are you referring to the contents of CSL-Civilizations.sql and CSL-UCS.sql? Reading the "UPDATE COMMUNITY" lines, everything is set to "1," but I couldn't find "COLORS-UCS" anywhere.Check if all parts are loaded in correct order (COMMUNITY table using SQLLite).
CSL-CIV-ISR and CSL-CIV-CAN should be 1s.
CSL-UCS, COLORS-UCS also should be 1s.
If there are 2s or 0s then something loaded in wrong order and will not be compatible.
You mean something like this? Downloading UCS with this tool also gives me "v6" (The latest 15 March 2019 version on steam).I use steamdownloaders. Version is from 2019, that is what I can see on steam page.
I loaded only VP 7-1-3, UCS v6, CSL, MC, Canada, and Israel. This is what I see in the COMMUNITY table, and it seems to match my observations from before. I also checked the table after clearing the cache (which as I saw caused even more problems). In the first screenshot I tried cutting and pasting CSL somewhere else and then back into the MODS folder as you said, but the result was the same.No. When you open up COMMUNITY table in SQLLite like in picture below:
