AFAIK there is one easy (?) way to spot 'avoid growth' from the world view, namely enabling the 'detailed city info' game option (in the graphics tab).
This option displays additional info on the city bar. One displayed information is the time a city takes to grow (or shrink), unless the city has a zero food balance, or it is one turn away from growing
and the 'avoid growth' option is enabled.
If the city has a zero food balance the circle with the city population is grey, whilst it is green when the city has a positive food balance.
Thus a city with a green population number circle and no indicated time for growth has 'avoid growth' enabled.

This will not help if the city has zero food balance due to the city governor working less food if 'avoid growth' is enabled, but stagnation can be spotted as described above and will often be suspicious.
