Your second point is also true, but you have to be very aggressive at the very beginning to get powerful enough to get several peace vassals and you might also need to have the right map to compete with ZPV and WastinTime,

I was too slow in building up my power; I never had the opportunity to get peace vassals. I started too close to the deadline to try a second attempt or more accurately I wanted to get back to my G-Major 144 game.
