Civ 5 BNW Great Engineer question

Have a question regarding the spawning pool of a Great Engineer.

The wiki says the following:
There are many different ways to obtain "free" Great Engineers. Purchasing a Great Engineer with Faith does not push back the spawning pool, whereas all the following do:
Earning a free GP of your choice (with the Mayan Long Count, Liberty finisher, Leaning Tower of Pisa, etc.). Note that this also pushes back the Great Scientist and Great Merchant pools.

I usually play Venice, in my game my puppet state automatically spawns a Great Engineer which pushed back my GP (great people) count i.e spawning a Great Merchant went from 100-200 which made Venice unplayable in this save.

I have never had a puppet city state spawn a Great Engineer automatically to cause this issue, I am wondering why the Great Engineer is in the spawning pool (+3 from somewhere)? The only thing I can think of is another city spread the Eastern Orthodoxy religion to this puppet city Could this be the issue?
 
Puppets work specialist (notably the problem is that they normally work gold specialists and sometimes spawn merchants), so if it had a workshop it could have spawned the engineer. And unless you were playing on Deity (and even Then it would just be extra difficult) it should be quite possible to overcome the skipping of a merchant.

That was the issue, the problem was the puppet city state had a specialist in the workshop which spawned a Great Engineer. This is on Deity, how would I overcome the skipping of a merchant? As soon as the Great Engineer was born the Great People points went from 100 to 200 so it seems I would have to stop spawning the Great Engineer altogether but that seems impossible with a puppet city state?

What kind of parallel universe is this when you want a merchant but not an engineer?
Even as Venice, I mean the Merchant of Venice isn't too much better; city states usually settle terrible locations. Conquering major cities is much better.

I don't need to build buildings faster, all I need is more money which helps to conquer the major cities hence getting more Great Merchants.

There has to be a way to stop Great Engineers from spawning from city states early on?
 
National Epic plus Garden in Venice should make it to where Venice can outpace your puppet to the Great People once you put a specialist in your Market.

If you don't have Currency yet, that's your main problem. With Currency your puppet should build a market ASAP and move that specialist into it. Puppets are notorious for working gold tiles and gold specialists so I'm assuming that's what caused this problem. You studying Metal Casting before Currency as Venice I mean.

Build Colossus and get another +1 GM point in Venice.

There is no Free great Persons in this game (exept patronage finisher persons)
All Great persons push up the GGP cost or the faith cost
the ones u buy with faith don't push up the GGP cost
the ones from Liberty,maya,Wonders,Order push up the GGP cost
in Team games Generals up GGP cost of generals for your entire Team

All Great Persons have seperat counters exept GE,GS,GM share a GGP counter
nothe that the GE,GS,GM have seperate faith counter's
 
Not the GW, but the GM, shares a pool with the GS and the GE. Then the artist ones are together.
 
You can manipulate what tiles the puppet will focus on. Since it has a gold focus, you can build trading posts in grassland to make them work the trading post. The fact that that puppet chose to work the workshop instead of some other tiles makes me believe there were few gold tiles around. So if you want to avoid getting a GE, firs rush buy the market in the puppet maybe they switch the specialist, and if that doesn't happen build trading posts around, so the puppet won't work the engineer specialist anymore. If that puppet also has a GE producing wonder like Temple of Artemis or Pyramids you need to be extra careful if you don't want that GE.

On the other hand getting a GE is not that bad since you can use it for a wonder like Forbidden Palace, Leaning Tower of Pisa, Porcelain Tower, or even later ones like ideology wonders or Eiffel Tower.
