HALLO EVERYONE! My computer isn't good for modding, so here are my ideas for modding!
Belarus- Alexander Lukashenko-White Russia- Get an additional delegate in the World Congress for every Civilization you have a Declaration of Friendship with
Unique Unit-Pamieznik-As soon as an enemy unit crosses into your territory, a Pamieznik is automatically built in the nearest city. Replaces Infantry
Unique Building-Cornflower Field- Has the effect of the garden it replaces, however, it also provides Tea, a unique resource, and it does not need to be built next to a river or lake.

SFR Yugoslavia-Tito-Partisan Movement-Units being built during a war are produced twice as fast.
Unique Unit 1-Yugoslav Partisan-Has a 25% Combat Bonus while garrisoned,and also has more health, unlike the Infantry it replaces.
Unique Unit 2-M-84-Is stronger and faster than the tank it replaces, however it costs more.

Northern Alliance-Ahmad Shah Massoud-Lion of Panjshir-All of your units get a 50% Combat Bonus and invisibility in Hill when war is declared on you.
Unique Unit-Mujahideen-Replaces Infantry. Has a combat bonus desert. Can be promoted from workers when attacked.
Unique Improvement-Valley Outpost-Must be built on Hill. Units have a combat bonus when on a valley outpost, gives units a temporary health bonus. All units on valley camps are invisible outside 2 tiles of enemy soldiers.

Algeria-Abdelkader El Djezairi-Saint Among the Princes-When you engage in war with another civilization, you immediately start a golden age, however, this bonus only works when other units declare war on you.
Unique Unit-Barbary Pirate-Starts with the "Razzias" promotion, giving it twice the gold for invading a coastal city. Replaces Privateer.
Unique Building-Natural Gas Platform- Provides 20% Production in your cities, as well as 7 more Production. Does not require Uranium, unlike the Nuclear Plant it prevents.

Slovenia-Jože Pučnik-Ten-Day War- Units have a 25% Combat Bonus when you're attacked by a former friend.
Unique Unit 1-Valuk-Replaces Modern Armor. It is faster than the Modern Armor, and it also costs less. However, it has a slightly lower combat strength.
Unique Unit 2-Territorial Defence Force- Replaces Infantry. Has a 50% Combat Strength against an Unhappy Empire. (This stacks with the debuff of the enemy unit)

OK. It's the first time I see a suggestion for adding Belarus. Even though I'm a Belarusian, I'm against its appearance in Civ. It just doesn't have enough unique elements. What concerns your proposal:
1) There's no such thing as "White Russia". It makes absolutely no sense whatsoever.
2) Belarus is not really famous for its diplomacy or declarations of friendship or representation in international organizations.
3) I wouldn't say Belarusian Border Guard is something unique.
4) Cornflower is absolutely not related to tea.
5) Aliaksandr Lukashenka... He's at least as controversial as a leader as Stalin. I definitely wouldn't like to see him.

And as of the unique ability, Belarus is the post-Soviet country that WANTS to be part of Russia again, so that was what I was thinking of. In terms of the unique unit, I am still working on that. Talossa-Robert I-Man's Room is His Kingdom-Cannot settle cities, however you can annex them. City states are twice more likely to give you units, and the city states don't need to be militaristic.
Unique Unit-Zouaves of the Royal Bodyguard- Costs much less than the infantry it replaces, and is faster, however, it is far weaker.
Unique Building-Ice Flats Track-Replaces Stadium. Provides both Happiness and Tourism. The city must be built on snow. All snow tiles around the city yield Gold.

Unique Building-Casino- Replaces Bank. Gives 50% Gold in the city, and +3 Gold, as well as 2 additional Happiness, but you get no bonuses from the casino from trade routes in or out of this city.

Well, despite what it says Rus=/=Russia.
Hearing that Belarus wants to be part of Russia again is ridiculous, false and extremely unpleasant.
What concerns the leader there are no good leaders to choose if you take the modern history.

I'm sorry for the misunderstanding, I meant that Belarus is a strategic location, and Russia wants to assume control of Belarus, and the two leaders are both allies. (Lukashenkso and Putin)
