Civ 5 GOTY

When I set up a regular single player game it works fine but when I try to set one up under the MOD menu it won't load several textures (all *.dds files). This is true regardless if there are no mods active.. I have already re-installed and validated the steam files. Also tried adjusting video settings but it made no difference. Once I setup my game and it loads through the nations background, the errors commence.

There are more but when it finally loads there are several large red spots where icons and frames should be. Any ideas?
