Civ 5 graphics bugs (steam)

Hi Folks,

Wondering if you could help me. I've recently built a new PC and reinstalled Civ 5 with G&K from Steam but I've got a few problems that (I don't remember) having on my Win 7 laptop.

My PC specs are;

Intel i5 3750k @ 4.4Ghz (no problem with temperatures, <60C under stress)
8GB RAM
Radeon HD 7850 (with mild overclock)
256BG SSD
Win 7 Home (64 bit)
Duel Monitor set-up (game on left, right for browsing, videos etc)

The problems I've got with Civ 5 are;

1 - Game will not launch in Direct X 11, only Direct X 9. Game is showing in Task Manager but is only using about 15MB RAM and never actually loads. I've tried reinstalling the game and enabling/disabling compatibility mode on the Civ 5 launchers and Steam launchers

2 - In Direct X 9, in the graphics options I change some options and restart the game but the changes don't take effect, I seem unable to change the Terrain tessellation setting in particular.

3 - There are graphics errors in the game where some tiles are either black or mis-coloured. These tiles change based on the amount of zoom I have - the attached pics should show this. I've tried virtually every graphic option (that will take effect) in the menu and this still happens regardless.

Any help/suggestions on these 3 would be appreciated :-)

Please post your DxDiag file. Doing so will give more detailed information about your system. Thanks.
 
Your graphics drivers are several months old, so you should try to find a newer version. You said that you're overclocking your video card. I suggest disabling that, if only to rule it out as the source of your problems. Finally, if none of this helps, you'll find several other threads discussing problems similar to yours (especially problems running DX11). You might find helpful advice there.

Hmm, your dxdiag looks okay. Drivers are a few months old, so you might want to update them. Also, turn off the overclocking and multi-monitor and run the game, to see if that's causing it. The fact that DirectX 11 is not working makes me think something's going on with the card or the driver...

If that doesn't help, I'd go through the basic troubleshooting steps listed here: http://pcgamingwiki.com/wiki/Civilization_V#Basic_troubleshooting

Particularly, verifying the game cache, running the secondary installers, and if nothing else works, the complete reinstall steps.
