Great Lighthouse (3+1): Doesn't deserve to go yet. Do you solely play Pangaea? What about Continents? Fractal? Archipelago? Great Lakes? Shuffle? Naval warfare is almost useless, but Venetian Arsenal currently sits at #1? Great Lighthouse isn't useful, yet some people argued that Gran Colombia would be S-tier with just its +1 movement? Admittedly, Great Lighthouse's peak is narrow considering all the sources of extra movement as you progress through the game. But the peak is also early, and early advantages help you snowball faster. Yes, when it's bad it's bad. But when it's good in domination games, it's very good. That's more than can be said of a few wonders that still remain.

Apadana (21-3): Envoy convoys are fun. But eliminating other civs means eliminating competition for CSes. In my experience it's pretty common for me to suzerain a previously hostile CS at the low cost of 3 envoys after eliminating an opponent. You don't need an abundance of envoys to secure the CSes you want in domination games. And the extra great work slots are irrelevant to domination. Not bad, but its peak is lower than Great Lighthouse's.

Great Lighthouse (1) - I thought it was lining up that I'd be the one to deliver the coup de grace, but it lives to fight with slightly better movement another day. The difference between GL and Venetian is that double ships have an impact for land invasions even though naval warfare sucks. Slotting in Press Gangs and churning out double frigates can kick-start an invasion of a new continent and/or let you take over the whole coastline much better than slowly moving siege engines around. Great Lighthouse's bonus only matters for actual ship-on-ship combat, and you can live without getting away from a barb quad slightly faster. Also, comparing +1 movement on sea vs. land is not even apples and oranges, it is apples and televisions. The AI isn't great at military combat anywhere, but it is miles better on land than at sea.

Colosseum (30) - Strangely, a domination game is one of the few times you likely will build entertainment complexes anyway (to deal with amenity issues from all your conquering). So that mitigates one of the biggest downsides to the Colosseum, which is the risk you build the district and lose out on the wonder.

Jebel Barkal: Faith economy is great later on, but the real purpose of Jebel Barkal is to avoid getting screwed out of Iron by map gen if that's happening to you, which sucks. If you're ahead, you can also build it as a sort of "win-more" thing so you can get Swordsmen faster. The AI doesn't really seem to go for it too often, probably because of the intensely difficult placement requirements. /s

Potala Palace: Diplomatic slots are the worst slots, especially for Domination. Most of them deal with either city-states, allies, or Spies; pointless buffs when Domination usually doesn't heavily engage with any. The case could be made that sure, this is more valuable for America, and Babylon uses spies to get ahead in the tech tree, and maybe you really need Suzerainty of Akkad or something, but is that extra 20% more influence points (because with a T2 Government it goes from 5 to 6 points per turn) really worth building a wonder over? Plus, Printing comes before Astrology (not to mention that it beelines from the critical Machinery) and the Forbidden City is just immeasurably better. I'm definitely not saying this should go right now- there are way worse wonders still holding out- but its time is coming.

Spy is +3 strength against certain civ. Lvl 2-3 spy is +6 strength

After few games I finally found some use for it.
Namely 2 civs: Macedon to build science and Gauls to build culture, as 50% cards can stack with +50 towards anticav.
Still building it by any other civ is a pure nonsense - units you get would probably be outdated and wonder cost most hammers than units it gives actually (wonder is +15% hammers card, units +50%) and to see it at 30 points prior to the vote is shocking

Mids +1
After some domination games, especially when going early war, I findmy land havily underdeveloped. +1 charge changes a lot.
And the best wonder in game cannot be far behind Zeus

Mausoleum at Halicarnassus (+1) - The mausoleum is a great wonder in general. Probably more useful in science or culture games, but still good in domination games. Great engineers are quite flexible in their use, and the boost to water tiles can turn a mediocre city into a super city.

Statue of Zeus (-3) - This wonder has no business having this high a score. As has already been said, Its cheaper to produce the units this wonder gives with agoge. With agoge, these units cost about 293 hammers, which means even if you were going to build all the units statue of zeus gives you (and you likely wouldn't build the spearmen), this wonder is spending 107 hammers for a measly +3 gold and +50% production to the worst unit type in the game. There are other wonders that in many cases are bigger wastes than this one, but most the other wonders have niche cases where they're actually good. Statue of zeus is just kind of weak all the time.

Statue of Zeus (24+1): If you're going to quote unit production costs with Agoge, you should compare that to the wonder's production cost with Corvee. This brings SoZ's production down to 348, or an excess of 55 compared to directly building the units. If you include Autocracy, this goes down to 320, or an excess of 27. As a rule of thumb, 1P=3G. Since SoZ conveniently gives +3G per turn, those excess production costs are also the number of turns it takes for SoZ to break even. After that, building SoZ is a net positive compared to hard-building the units, and that's not even taking into account the +50% production. Chances are that if you're building SoZ for the boost to your army, then the game has more than 55 turns left. You can quibble about the opportunity costs for using Corvee vs Agoge, or the risk of the wonder getting sniped, which are fair, but don't warrant it getting knocked down yet.

Machu Picchu (16-3): Should've gone before Lighthouse, IMO. It's unusual to have extra tiles with high mountain adjacency after already placing your Holy Sites and Campuses, and you can get better IZ adjacencies from floodplains. I can see it hypothetically increasing the cap on CH and TS adjacencies if you're trying to max those districts, but is that worth the effort?

Colosseum (31) - With a little pre-planning, can really jumpstart your early-mid game, and continues providing value the whole game.

Apadana (15) - I upvoted earlier, but I think it’s time is nearing. Just not that much bang for the buck in a domination game - you’re likelier to capture other wonders rather than building them in one city.

A note on Statue of Zeus - an easy fix for its value would be to push it up to Military Tradition and have it cost the same as the Oracle. Then it would truly be a valuable domination wonder, instead of the novelty it is now.

Machu Picchu (10) (13 - 3) For domination, I think I'd rather continue placing Campuses by mountains for their natural mountain adjacency bonuses. Not sure how adding said adjacencies to other districts helps (though I guess getting more Gold from Commercial Hubs is potentially nice, but again it'll be competing with Campuses).

Statue of Zeus: Downvoting this because the free units are slightly more expensive than hard-building them if you slot Agoge and not Corvee is kind of like, to paraphrase @linaker, downvoting the Terracotta Army because open borders for Archaeologists isn't relevant to Domination. It's disingenuous and reductive to the bonus you ought to be focusing on, which is the discount to anti-cavalry units, and I completely fail to understand the argument that anti-cavalry is still irrelevant. Even if it were under normal circumstances, a default third off anti-cav's Production cost is huge. Pikemen become stronger Swordsmen (although 30 Production more expensive) which now match regular Swordsmen in power even without Thrust. A Pike and Shot at 167 Production is a direct upgrade to a Musketman. This wonder will pay for itself, even if we don't convert from Gold, literally the minute you build a second Pikeman. Or one Pike and Shot.

Huey Teocalli: Without a doubt, the best terrain-boosting wonder. Unfortunately, still not a particularly good terrain-boosting wonder. Lakes are rare and usually small enough that that this wonder will have little impact unless you're one of the two civilizations that happens to be able to boost them further. And as we have established, being more useful for just a handful of civs is a bad excuse.

Still here? Among 3 worst wonders left this is the worst. Zeus at least has very niche use with Gauls / Macedon and GLib at least provides some paper slots

Play the same map twice - once with ToA, once without. The difference is so huge that no surpise it is regarded by many among 5 best wonders in any victoey condition

Pyramids (26) - If you have a desert tile within range of your first or second city, you're probably going to try to build this no matter what game you're playing. Top-tier wonder for every victory condition.

Kotoku-in (3) - Possible that it could be useful under the right circumstances, but just seems weak in the vast majority of games. Certainly compared to anything remaining.

Machu Picchu: We all see Kotoku-in going next, so might as well kick off the one afterward. While good for getting extra Yields to fuel your War economy if it's near Mountains, it's pretty situational in usefulness. Spawn RNG can mess this Wonder up big time.

Statue of Zeus: With the new buffs toward Anti-Cavalry Units, this Wonder has become much better in terms of quality. Especially if you play as the Zulu.

Big Ben: Need the money rolling in? No? Build this anyway. There is never a bad time to have an extra Economic policy slot.

Great Library: Blah blah something something good for Babylon. You will very rarely be missing GSes with even one or two conquests under your belt, and even the Eurekas you get are hardly enough to go four and a half Swordsmen out of your way for.

Temple of Artemis (31) - As enKage said, to see the true value try playing the same game with it and without it. One of the best wonders for jump-starting a snowball and one of the few that is worth the early production/chops. Aside from the ability to churn out settlers and grow big to have strong production, you can stick Pingala in your ToA city and you get a major boost to early culture/science.

Kotoku-in - Just an overall weak wonder compared to the others at this point.

Machu Picchu: While it provides a good or terrible bonus depending on the surrounding terrain, you're better off conquering this Wonder than building it. Anyone else want to do the mercy kill?

Pyramids: The extra Builder Charges and free Builder more than pay the cost of the Pyramids, and it helps you focus less on Production and more on your Wars.

Free eurekas on ancient techs are only for those who built it, and if you build it, you already should have all those techs as it requires double campus and library.
If you go domination, others don't recruit many scientists, baceuse at some point you will monopolise scientists pool.
Writing slots are nice, but you should not have problems with not having slots for pieces of writing anyway.
Basucally, useless and AI loves it to build early

Machu Picchu (ELIMINATED) (2-3) Too difficult to build reliably on high difficulty, so it's a non factor there. You can capture it and get the same effect, but you may not have planned your districts around it depending on where it was built. If it was built by one of the last Civs you conquer and/or the land devalues it, it's a non factor here as well. Can be good when captured, but too many variables to last any longer.

Terracotta Army (37) (36+1) I build this in just about every domination game. Comes at a very opportune time, buffs every unit in the army. Helps to quickly achieve some of those elusive late promos.
