Civ 7 government idea: Choose your government category type early

The civic tree that leads to democracy is not the same tree that leads to communism or monarchy. The trees will have overlap, but each type of government category has many exclusive policies. The research boosts for one type of government are not the same as another's. So a monarchy gets boosted for developing a civilization in a way that makes sense for a monarchy, and other government types get boosted when the civilization develops in a way that makes sense for them.

I don't like the idea that civs wouldn't be able to change or adapt their institutions. I also don't like the idea that you would have to lock into a certain cultural path before you see how the game is playing out.

And before you assert that the culture paths would be variable enough that they could adapt to all game situations later on -- then why have early lock-ins at all?

Good point. That kind of system might be too restrictive and might be too weird for a 4x game too. I like the card system we have now in Civ 6. It is interesting, but hopefully they can improve some things. I think the differences between governments are minor.

Within the game universe alone, it hardly makes sense in many cases that you would have negative diplomatic adjustments because of having a different government. “I hate your chosen bonuses! Prepare to die!” The conflict is made up, because ultimately in Civ 6, every civilization is a dictatorship under the chosen leader. All means of production and work assignments are controlled by the player.

Not sure if anything can be done about that.
