Civ 7 seems to be causing coil whine in my PC, seemingly not tied to anything else?

I've noticed a weird symptom with launching Civ 7.

The second I launch Civ 7, a whine sound starts in my PC and it stops the second I close Civ 7. It does not appear in any other game I've played on this PC (Arma 3, DayZ, Civ 6/5, Hunt: Showdown, Mass Effect, Kingdom Come).

I tried to keep an eye on all my fan RPMs when launching the game, but it does not seem tied to those, as they did not really ramp up when the game launched nor do I hear it when manually ramping up the fans or when they ramp up due to other games.

Any ideas what might be special about Civ 7 that it might be causing this?
 
I suspect this is tied to the Board Power Draw as that seems to consistently hit the max and be tied to the noise.

If i had to guess i'd say it's probably caused by one of your cooling fans, whether it be a case fan or one built into a component. If that's no the cause you could look into what's called coil whine.
 
Have you tried frame limiting the game? Without a frame limit it seems to heat up the GPU a lot more than a far more graphically intense game. My theory is it's just using a small part of the GPU so the heat is concentrated there rather than spread out across the whole GPU. My view is running a game like this at 200+ fps is just needless stress on the GPU. I run it at 60 FPS but I doubt I would see a difference at 30 fps. I'm inclined to think all the animations are running in lockstep, updating on the same frame. So unless you're scrolling the screen it just drawing exactly the same imagine 7-8 frames at a time.
