Hi all - I've been battling this for a day and I wanted to post here now that I have this working in case anyone else can make use of my experience. I ended up using a combination of suggestions from various other threads. Now that it's working I suspect there may be a few steps that are not necessary, but I'm not going to uninstall and redo it to test now it is working!

- Steam was a standard install to C:\Program Files (x86)
- I had to set up a game library on C:\ or I would always get an error loading a mod - normal gameplay was fine
- I had to set up the library in my users folder or I would always get an invalid path when loading a mod (it inserts 'ods' into the path) - discussed here: http://forums.civfanatics.com/showthread.php?t=504245&page=3 - I went with C:\Users\awesomeusername\Documents\Steam
- Installed BUFFY
- Before I did that I decided OneDrive could be complicating things as the config files were going to OneDrive by default, so I followed these instructions to change it to old school Documents - https://support.office.com/en-us/ar...ndows-10-33da0077-770c-4bda-b61e-8c8e8ca70ac7
- I had to install both vanilla and BTS - using the beta as described here http://hof.civfanatics.net/civ4/mod.php?show=steam - note that this is worth double checking as while un-installing and re-installing to try things, it defaulted to Steam version the last time through so I had to fix it
- Changed both vanilla and BTS exe files to run as admin
- I set the file permissions as described here for vista http://hof.civfanatics.net/civ4/mod.php?show=vista - note that as I installed in the user directory there is an extra step to add 'Users' to the list before granting full access
- I forced the mod to load by editing the config file in C:\Users\awesomeusername\Documents\My Games\beyond the sword - instructions here http://hof.civfanatics.net/civ4/mod.php?show=mod#how_to_use

Also if anyone is interested as there are other threads questioning this, I'm running 1920x1080 with anti aliasing set to 2 (I didn't change the latter).
