[Civ2] Civ MGE- No videos/advisers in Win 8.1

I tried to get MGE /music/Videos to work in windows 8.1, (Ok in Win 7 see further below) so far no go, the Indeo appears to install and
--game seems to play well otherwise
--music plays from the inserted CD,
--direct play is enabled in Windows features
--Verified in K-Light Indeo 4 installed (disabled it then reinstalled Indeo 5.11 to enable it again )
==no videos

Not sure how to proceed , if for example
--Does MGE need to be installed in a specific location and named precisely in win8(may apply for Win 10 as well)?
--Do videos need to be copied over from the CD and placed onto the VIDEOS and KINGS folder in the game directory on the harddrive?

FYI
Civ2 Classic works fine in XP, probably no big achievement, seems to need the CD for music, no way around that unless something I overlooked.

Next, MGE (Multiplayer Gold Edition) works in Windows 7 WITH videos, heralds , the whole 9 yards after downloading and installed Indeo video drivers. CD in drive plays music though the patch readme gave instructions on adding music in the game folder.

Another FYI-- MGE runs though not fully functional in XP with the latest patches (ie Civ2 patch project or CIV2UIA), no games can be saved or loaded, but not important since it runs well in Win 7.
 
Yes, MGE on Win 8.1 is patched with the noCD from either Civ2 patch project or CIV2UIA9tried both). The civ2.exe was updated with the MGE 1.3 patch prior to using those (which I gather only patches the EXE during gameplay but afterwards returns back to 1.3. I shall remove that portion and see if the videos play, or test with unpatched 1.3 MGE

FINALLY got the videos to work in MGE on Win 8.1

Went to the Windows / systemWOW64/ on Win 7 and compared the Indeo drivers to the ones in the Win8.1 folder.

There, in the Win 8.1 folder, the Indeo drivers were named something like ir_32original.dll then another file without "original" in it. The size of the two files were different and the "original" file was about the same size as the ones on the Win 7 computer while the other files on the Win 8.1 without "original" were smaller, about half size.

I deleted ALL those files and ran the Indeo uninstaller on the Win8.1 machine. Then I installed the Indeo drivers again and now the MGE videos on 8.1 WORK.
