Civ Rev 2 Plus- Asia vs North America

Does anyone know if the extra Japanese leaders in Civ Rev 2 Plus (Oda Nobunga, Himiko and Tōgō Heihachirō) are exclusively for the Asian release of this game?

It's worded so strangely. Jan 26th is still later this year technically, right? They didn't say it's delayed, though that seems kind of implied. I wonder what happened.
