In my current game I've been neck and neck with Ghandi and Tomyris for a scientific victory for most of the game, I've just sorted Ghandi out by going to war with him and grabbing most of his cities so that just leaves Tomyris.
But wait, I've just noticed that she hasn't developed any new techs for ages - we *were* neck and neck. Now she's been on 56 techs researched for around 50 turns, in the meantime I've raced ahead and the science victory looks to be mine.
Why would a civ suddenly stop researching techs? She is still generating 200 odd science each turn, so why not use it? What am I not getting?
