Hello !
This is a project which wants to introduce in Civilization IV the taxes. Who many people want the wonderful taxes in Civilization? My idea is this: put a new table of civic for the taxes. The possibilities for these are five like other civics and they'll have a great influence on the stability of the order of the population, infact they could be take to a rebellion. This taxes'll be introduce in the Rhye & Fall Of Civilization maybe if this idea'll have much fan. Five modulation of taxes are: scalar taxes, taxes for only poors, high taxes for all, low taxes for all, medium taxe for all or high taxes for the colonies (vassal states, cities with a stranger component conquered and cities very distant from the capital city). Every choose of the statal tributes have various conseguence in the stability of your domination and in the internal economy. This an example of the different choose:
Scalar taxes: money +3, happiness 0/+1.
Poors taxes: money +5, happiness -3 (or the cities richer and bigger h.+2 and the most poor and smaller -2).
High taxes: money +7, happiness -5.
Low taxes: money +1, happines +4/5.
Medium taxes: money +2, happiness 0.
Taxes on colonies: money +6, happiness 0 and in the cities distant from the capital or in the cities with a stranger component -2. (or each cities distant and with a stranger population and each vassal state +1).

Taxes are more or less already represented. Where do you think your income is coming from? The maintenance costs for these civics would be odd.
