CiV V does not run in Dx11, Only has process, Runs in DX9&10

So yeah, my CiV does not run in DX11. I can go to menu where it is chosen, I can click on Dx11 and nothing happens, but there is Civ V process on backround. When I run on DX9 Everything works normaly. I have had this problem few months, thought that BNW would fix it. I have re-downloaded Civ V twice, re-installed steam, tried compatability mode, and nothing works. Help?
E: PC specs are:
Core i5 3570K 3.4Ghz
Gigabyte radeon HD7950 windforce
ASRock z77 pro4 motherboard
8 gigs 1333mhz ram
Game is currently installed on separate directory in Crucial m4 128gb ssd, but I have tried it on my WD Caviar blue HDD that has Steam on it.

Have you tried a different Graphics Card driver?

No, but the game has worked in DX11 with these same drivers, and they are the latset. Do you know where I could find older drivers to give those a try?

Do you still have the installation CD? You should be able to uninstall the current driver under windows and install from the CD. If it tries to go online and get a newer driver, hopefully you can decline.

There may even be a corrupted driver file, or DX configuration file. The best bet when adding or deleting files, is to reboot between whatever you do so, windows can attempt to correct any registry entries.
