Civ2 to Civ3 Map Converter?

I have several Civ2 maps that I would like to modify for use in Civ3. Does anyone know if a program exists to convert a Civ2 map to a Civ3 map? Even a tool that only converted the terrain outline of the map would be helpful. If there's not such a tool, can anyone point me in the direction of some open-source code so that I could work on it?
