I have design a utility that allow human players negotiate bypassing the AI. How? Well, the program lets you create 'barters' (offers) that you can send to other player of a PBEM. If the others players accept, the utility will process the changes.
Galvatron (of Apolyton) help me with the translations! Now, I can offer you four languages in the utility: English, Spanish, Italian and German.
Altough I hope in a few days I will have a web page to post the utility, currently it's on Apolyton (The file is more than 250k larger, so I think that I can not post the file there):
