Civ3 (Vanilla 1.29f) will no longer start in Windows 8

I uninstalled & reinstalled the game, but it just won't start anymore before or after (though it used to work on the very same system). I checked by DVD driver and it is up to date. What else might be the problem?

Update: Same thing happens in Windows 8.1, now - i.e., nothing.
