Civ4/BtS Info Screens Take Forever To Open With Vista and New PC

I just recently bought a new HP desktop with Vista loaded. I installed Civ4 and BtS to 3.13. Everything works fine accept that when I select one of the screens (Civics, Domestic Advisor, Military Advisor, Tech tree, etc....) with the icons in the upper right hand corner it takes a long time for the screen to show up. On my old laptop with Windows XP these screens would pop right up. I'm confused to why my new PC with 3GB of RAM, an AMD quad-core Phenom 9500 processor, and an NVIDIA 8500 GT video card (256MB) is a ton slower in opening these screens. Is there anything I can do to fix this?

Vista is still a bit buggy at the moment. Most users eather downgrade to Windows XP (on newer computers) or keep XP (on older non-Vista computers)
