Civ4 bts Ramses 3 as leader?

Hi, shouldn't Ramses 3 be in civ4? He was the Napleon of Egyt and never lost a battle recorded. He also built a great navy for Egypt against the Sea People. Ramses 2 is also a great leader, but i think both should be a leader. What do you guys think?
