Civ4 PlotLSystem problem

I have a problem, I created a watchtower, an improvment, I can't get it to change the model, with the subsequent eras, I modified the civ4 plotLSistem, it doesn't give me errors when I load the game, but the model doesn't change, does anyone know how what am I doing wrong? Thank you
