Civ4 to a program box rather than whole screen?

This may not be the right place to post this, but is there anyway to make a utility to turn Civ4, a program that uses whole screen into a program box?

It looks like this picture in 1.61 patch.

However I think the option was added to the options screen in patch 1.09, so if you are still running unpatched civ, you need to change the full screen setting in the CivilizationIV.ini file.
