Civ4Col forum reorganization

I just made these changes to the Colonization forums section.

• A new section, Civ4Col - Project & Mod Development, is created under Civ4Col Creation. The purpose of this area is similar to the project area in Civ4 and Civ3. Currently it has a project forum for Dale's Age of Discovery II mod. More project forums will be created on a case by case basis.
• Civ4Col - General Discussions forum is created, and all the threads previously in the main Civ4 - Colonization forum have been moved under it.This allows the CivCol forum section to have similar forum structure as Civ4 and Civ3. I think this also helps people see the general discussions easier. Before the change it was not so obvious that we have a general colonization discussions section.
• The main Civ4 - Colonization forum is set to not accept any new posts.
• Te forhum links "Civ4Col - Gallery" and "Original Colonization" are moved under Civ4Col - General Discussions.

Aside from the fact that I saw a giant 'lock' symbol from the main forum page, and immediately assumed the worst . . .

In the Christmas theme, I have replaced the lock icon with a grey Santa.

For other forum themes, the lock icon is small, and should be fine. The lock icon indicates the particular forum is closed for posting, but sub-forums have their own status.
