CIV4CultureLevelInfo.xml

I want to edit the iCityDefenseModifier tag in the CIV4CultureLevelInfo.xml file. However, this file is only in the XML folder of the vanilla Assets folder. I want it to apply to the customized mod I created.

Should I copy it to the GameInfo folder under the BTS Mods\MyMod\Assets\XML folder, or if I leave it in the vanilla Assets\XML folder does that make it apply globally to all mods?

Do not modify the game files. Add it to your mod, or put it in customassets and edit the .ini file of every mod to allow custom xml and python.
