Another vision that has stuck in the back of my mind for decades regarding Tech Progress are the writings and presentations of James Burke, who hosted a "Connections" TV show, and wrote a book by that title, and wrote a column in Scientific American for years on the same subject: an alternative history of Technology. What stays with me is that almost every technological development he wrote about came about as much because of social. civic, cultural or personal factors (Not So Great But Eccentric Scientists, in game terms) as any technological background.
As much as anything, that's what started me recognizing that as good as it was as an alternative to what we had before, the Civics Tree and the interactions in Civ VI among the Tech, Civics Trees and Social Policies barely scratch the surface of what could be done with those systems and interactions.
