Civ7: Successors civilizations to Rome

Under a new Civ7 Rule (which came from Humankind i'm sure). Player did NOT play the same civ all the entire game. but once at the era break, he / she has to change civ for a new one of the corresponding era. (and unlike HK, AFAIK no transcendings either).
If there will be no Romans in Era II. what should be their more historical successors?

Gameplay footage seems to suggest that Normans are.
Still not really sure but they did ride Clinker galleys to Sicily and south Italy. but not Rome.
so i'm not quite agree much.

Instead these should be potential successors.
Age II
1. Byzantium. The empire called itself Roman. and in previous games they were shown to be Classical civ while in truth they are of middle ages. their famous Dromons shown up after Rome fell. (though continious evolutions of Roman Liburnia, beefing this type of galleys up abit into the capacity of either Trireme of Quinquereme. also equipped with billista but sometimes has flamethrowers).
Dromon should be their UU, (a very early one, a big ship in place of cog and comes early, since many ships dubbed Dromons were also big while original ones were more or less pirate chasers).
2. Italian States. Also Maritime power, UU is Galea Slotti, came in place of second big ship of Age II. also fights better at brown and green waters.
3. Franks (or Holy Roman Empire, or Carolingians to be specific).. At the time they ruled Italy (but not Rome itself, which per agreement officially owned by Roman Catholic Church and not any secular leaders), their UU would be land based, their 'civilian' UU will be either Prelate or Paladin (should be 'General' type just like Roman Legate, since there were always twelves). Military UU would be land units but not sure what. a kind of heavy cavalry or infantry? but heavy cavalry is their favorite main units.
Age III
1. Ottomans/Turkey. UU is Nizam I Cedit (If Byzantium is chosen in Age II)
2. Italy. UU would be Arditi heavy infantry.
3. France (if Carolingian is chosen in Age II)
4. Austria (if either Italian States or Byzantium is chosen in Age II)
5. Gernany (if Carolingian is chosen in Age II)
6. Britain (if Norman is chosen in Age II)
 
NO JANISSARIES?!
They came a the break between Age 2 and 3. and they are (or begun as) elite guards, originally made up of Ottoman subjects dissociated with original popolaces. Sultal Murad I (who created them in the first place)
and this only valid of Ottoman is Age II civ.
While they are conveniently represented as arquebusiers or musketeers all the time, they begun as multidiscipline warriors (who were trained with variety of weapons, ranged and melee), and valued as their Praetorian Guard (and not generic Ottoman 'Legionairy' as I and others first though. they only accept firearms after Ottomans defeated German mercs somewere and took their arquebuses. too bad there were no 'Pike and Shotte' Janissary exists.
Other basic infantry choices of the empire was akincjis, a very lame peasant conscript who joined for rights to keep their plunders (Janissaries were salarymen) , armed similiarly to Old Byzantines, later they got firearms through either loots or replications of European Pike and Shotte.

they were separated Elite Guards (like French Imperial Guard in Civ6) and not replacements. over time they became lacklusters.

1. This is an evidence that 'non-Janissary' infantry exists. and could possibly be a kind of pike and shotte, or even serves as pikemen for Janissary when it comes to cavalry charge and Janissary musketeers volley couldn't stop enemy chargers. fast enough with musket volleys alone.
2. The term 'Rifles' sptted out by narrator was actually referred to smoothbore firearms. by the time of this battle, rifles were still at infancy of developments and not battlefield weaponry, only a handful of huntsmen would have ones.
 
I know all that, but an Ottoman civ without Janissaries is a travesty. Like having Poland without Winged Hussars
In Civ 6. Janissary is tied to leader (Suielman, and as specific trait), and not Civ (Ottomans). its UU in this game is however, Barbary Corsairs (who rides Xebecs, which can be either a light galley or later developed into full sailer), which is tied to the civ (anyone leading Ottomans can have it).

Gameplay-wise you can probably not justify more than a small handful, but historically any civ that used the double-headed Eagle or formed a strong polity in Roman territory post-Western Rome collapse is justifiable historically. Keep in mind the ensuing age is about "Discovery" and the player will be choosing to pivot from Rome's bonuses into something new. I don't expect Byzantium/East Rome to be an option.

Possibilities include:
- A Renaissance Italian polity (Venice, Florence, Papal States) - culture/commerce
- Russia, Ottomans, Austria, France - science/military
- Spain - expansionist
