Do civic specific buildings keep working if the civic required to build them changes?
Yes, it does.
Is there any way or option to make that not so, or is anything like that in the works?
If you hit CTRL+A while in a city screen, you can choose to demolish a building.
It would be trivial to make them turn off/on with civics, but so far, I have had not had any support in that area; and most buildings are designed to work w/o the civic.
I understand it not working for buildings constructed because of the civic, but not buildings for the civic(like polling place).
