Civil war option/mod possibilities?

I was thinking about the new colony mechanics and thought of something (hopefully it is a new thought). Would it be possible to create civil war possibilities using similar mechanics?

The idea that popped up in my head was tying it to global approval ratings. I've seen the number in the statistics pages but never knew what it really meant in game terms. Anyway, I wondered if it would be possible to tie a low approval rating into the random creation of a "colony" with a random number of your cities (up to half) going to the "colony." The "colony" of course would be a faction breaking off in civil war, and the new colony would automatically declare war on you as soon as it is created.

Is that a little farfetched in terms of making it work, or is it a possibility?
 
I would second this, though I thought that was one of the features advertised in BtS? I myself haven't seen it yet, but I thought it was one of the "events" or a result of too much anarchy or something along those lines.

I must've completely missed that. I haven't seen it yet myself either.

I think I just heard about it, but yeah there has been no indication that it has happened in any game I have played yet =/

One thing that has happened to me, is I've granted independence to colonies and within a turn or two they break away from me and become someone else's vassal. It has forced me to raze every city I have granted independence to in the past, it's very frustrating and unrealistic.
