hmmm... it doesn't work that way in Civ IV and i'm not sure if it would be a good thing anyway... it made sense in Civ I, but i think with the change in gameplay it is better that it doesnt work that way for Civ IV.

if implemented it would make wars alot easier for the player requiring balancing elsewhere. That would make the game more unrealistic.

I think a civil war should happen when you change a civic contrary to the history of the civ you're using like making American Communist
