There aren't any cheats like in civ 2.
Do a search on it. This has been posted a lot of times before.

There are plenty of utilities in the Civ3 Utilities forum. Sort by number of views - you'll see the most popular ones (CivAssist - technically a tool, but arguably , Civ "Trainers", etc.)
