That makes sense to me. It's similar to how Civ6's Arabian theme has different names depending on the culture and is claimed by both Arabs and Turkish peoples.I've heard elsewhere it's based on Amed nesim-i subh-dem, which is by ibn Ghaybi. The wiki page seems to imply that it would have been been played in the Ottoman Empire in the 17th/18th centuries.
