I've noticed that within Civilization III, that the AI players are generally very haphazard in their placement of cities. For example, I have the French, Germans, Greeks, and Russians in Europe -- north of Paris is Leipzig, and east of Moscow is Delphi...
I'm not being negative about Civilization III, but realistically, nations have always generally been more centralized than that. Any way to implement a part that would make it that more desireable for AI cities to be placed closer to the center (capitol) of the nation?
I just don't like having Russia's cities in Russia, and Japan in Sweden and England in Siberia
