Civilization V core limits

Does the underlying game engine have any limitations as to the number of elements that can be added.

eg in Civ IV there was a fixed number of civilizations that could be in game and you had to remove some if you wanted to add more.

So does Civ V allow unlimited civs, units, resources etc.? Or is there some hard coded limit?

Just curious.

The way I look at it now (which could be way off) is it is all one big database and about the only limit would be available RAM to run in. Yes?

I know of one. The maximum number of civs that can be in one game is 80. This includes Major Civs, Minor Civs, and Barbarians.
 
I take it you mean actually active in the one game.

What I want to know is more along the lines of limits to the civs, units etc. that can be called upon to start a game.

To use an exaggeration here. If I could create mods to make 200 different civs? Would they all be available in the "Random" pool when the game engine sets up the game for play?

If a limit exists, it's safe to assume you'd be looking at a power of 2 limit. 64, 128, 256, 512, 1024.
 
I can think of one technical limit you might find relevant: the music. You cannot add custom music without replacing some existing music. For this reason many mods adding new civs do so by switching out existing ones. So the number of civs with unique music that can exist is on the low side.
