Thats is the *Tilted Axis* map script.

If you like fighting hordes of barbarians in the modern age, its the map for you!

The map script produce those kind of map, where the northern part is usually iced and unhabitable. I am actually surprised by all that green there!

It's actually pretty barren

Only thing going for it (other than Barb Huntin') is the huge amount of strategic resources found therein... well there's the Inkan Terrace Farms to help a city grow there, but not by much...

There is only one civ that can build good cities in the iced zones of tilted axes maps: Inca. They can build their farms near mountains, and have decent amount of food.
