Well, that's enough guesses. The correct answer was the:
Land Ironclad from the Empires of the Smoky Skies Scenario

Clue #1 - The quote when researching the "Landships" technology in that scenario reads, "The defenders had been driven right and left as soon as the prow of this Land Ironclad had loomed up over the front of the trench."

Clue #2 -The Land Ironclad requires no resources to build, but both the scenario-specific Landships and Land Leviathans and the normal-game naval Ironclad do require resources to build.

Clue #3 -The Land Ironclad unlocks at the Steam Power technology, which is the root of the reworked Tech Tree in the ESS scenario. That Tech Tree culminates in a replacement for Future Tech called "The Grand Idea".
