Sorry, but no to all. The answer was Carthage! (I messed up on counting the letters. Someone needs to wake me up.) First clue references that Rome razed a capital (i.e. Carthage), second references that Carthage is being built in Dido's leaderscreen, at night, so it wasn't built in a day. The third clue references the fact that Dido was from Tyre, so in effect, founded by a city-state.
